Should cities and towns across Connecticut raise property taxes to bailout Hartford? That's the picture in a nutshell in the proposed budget revision announced by Gov. Dannel P. Malloy to make up for a growing deficit in the coming two years. The governor's proposal would also expand the sales tax and hike the real estate conveyance tax.
