State Representative says castrate sex offenders

Connecticut State Rep. Kevin Skulczyck, R-45th, writes on his Twitter account he will propose legislation next year that mandates males and females convicted of sex offenses involving victims 12-years old and younger be castrated. The proposal is stirring a controversy on Twitter.
