Will there be a state budget before October 1st?

While Connecticut continues to operate under an emergency budget, conversation is centering around whether a permanent budget will be in place by October 1st. Meanwhile, Hartford Mayor Luke Bronin says the city needs to know how the legislature will help out Hartford by early November or bankruptcy will be on the horizon.
